From Nov. 17 Approval of ILA Master Contract Extension</h2></td> <td align="right" valign="bottom" class="nav_links"></td> </tr> <tr><td align="right" valign="bottom"><span class="content_date">10/23/2009</span></td></tr> </table> <div class="blue_line"></div> <br> <p><b>New York</b>  ILA wage scale committee delegates representing container ports on Atlantic and Gulf Coasts approved a tentative two-year contract extension with United States Maritime Alliance (USMX) on Sept. 30, 2009 that increases wages for ILA longshore workers; removes the container royalty caps which will generate more income for ILA workers and addresses job-loss concerns.</p> <p>ILA rank-and-file members will have the opportunity to put their final stamp of approval on the two-year extension on Tuesday, November 17, 2009 when a ratification vote will be held at Atlantic and Gulf Coast ILA locals. If the vote of ILA wage scale committee delegates is any indication, the extension should be approved. Fifty-eight out of 67 ILA Locals voted to recommend approval of the tentative contract to ILA members, after USMX enhanced an earlier offer agreeing to honor wage increases due ILA members on October 1, 2009, plus accelerated the scheduled pay increases to bridge the gap between lower-tiered ILA workers and those earning the top pay.</p> <p>On the important issue of technology, ILA President Richard P. Hughes, Jr. succeeded getting USMX to move off its previous position that management would not include the issue in its contract extension proposal. USMX agreed that they and the ILA would create a Standing Technology Committee strengthening provisions already in the Master Contract. This committee will be charged with two important missions: Analyzing any economic impact new technology might have on wages and benefits and additionally analyzing how an automated facility or operation may affect any craft jurisdiction. The committee will also analyze possible reassignment, retraining, severance, and/or assignment to the ILA of all employment positions resulting from technological changes.</p> <p>USMX sought to improve terms of the final year of the ILA s current six-year pact which began October 1, 2009 in exchange for the ILA agreeing to a two-year extension beyond the September 30, 2010 expiration. Contract approval by ILA members on Nov. 17 will bring stability and growth to ILA port areas for the next 36 months and prevent diversion of cargo and further erosion of work.</p> <p> ILA Wage Scale delegates did an outstanding job representing the ILA s rank-and-file membership, said ILA President Richard P. Hughes, Jr.  Those issues of concern by both the senior members and newer members of the ILA were addressed and successfully resolved. This contract proposal contains increased benefits for all ILA members. We were successful in two other important negotiating areas: removal of container royalty cap and new technology. </p> <p>Maintaining the scheduled wage increase set to begin this month on Oct. 1 was assured in the tentative agreement and the timetable to bring lower-wage ILA members up to the highest pay scale was shortened from 11 years to nine years with time of service credited retroactively. Plus, the base pay for newer ILA members will, with contract approval, increase to $20 an hour, meaning some ILA members will gain as much as a $4 an hour increase in their wages retroactive to Oct. 1, 2009. For the final year of the contract extension, the top pay for ILA workers reaches $32 an hour.</p> <p>At all ILA ports covered by this contract, the fringe benefit funds and ILA members will benefit from the removal of the Container Royalty Cap which will occur sometime by the end of 2009.
